The International TOSSD Task Force is an inclusive group of experts from provider countries, recipient countries and multilateral organisations that has been collectively developing TOSSD since 2017. The International TOSSD Task Force makes all documents publicly available, fully respecting the recommendation of the Addis Ababa Action Agenda that, in July 2015, called for “open, inclusive and transparent discussions” on TOSSD. Highlights from the 20th Task Force meetingDakar Perspectives on TOSSD (available in English and French) The International TOSSD Task Force met in Dakar, Senegal in March 2023. The Task Force agreed on an updated version of the TOSSD Reporting Instructions. It further paved the way for the possible more formalised governance arrangement of TOSSD in 2024. The Task Force also looked into the possibility of using artificial intelligence to enhance TOSSD data quality. The Task Force discussed methods to track support for Research and Development, biodiversity, gender equality and refugees. Moreover, it explored the scope for collecting data from sovereign wealth funds.
The Task Force will also assess the possibility of constituting an African TOSSD Group to further anchor TOSSD in the continent. The Task Force invited African countries and organisations to use TOSSD data, join the Task Force and, as reporters, and submit data for the SDG indicator 17.3.1. to measure development support.

What does the International TOSSD Task Force do?
The International TOSSD Task Force was created in July 2017. The participants are statistical and development policy experts from provider countries, recipient countries and multilateral organisations. The International TOSSD Task Force launched the first version of the TOSSD methodology in 2019, named “TOSSD Reporting Instructions”, and continues to work on its further development.
The International TOSSD Task Force consults experts on specific issues for example on peace & security and communicable diseases. Civil Society also participates in the Task Force as an observer.
